Our Leadership

2024 -2025 Board of Trustees

Marc Dubin - President

My name is Marc Dubin. My family has been members of Sunrise Jewish Congregation/Temple Or Rishon since 1983. Our son, Sam, was Bar Mitzvah in 2005 and our daughter, Miriam, and sons, Gabriel and Asher, were B’nai Mitvah in 2007. My wife, Ila, served as the Temple treasurer and on the Temple board a couple of times. I have served on the Temple board numerous times. My last position as Temple board vice president and now as president. Prior to these positions I served on both the Religious Committee and the Education Committee. I have also served the Sacramento Jewish community as a board member on the Board of Jewish Education for Sacramento. I am retired as a public school teacher and administrator and also from the United States Air Force as a Medical Service Corps officer. I now spend my time taking courses in theater and audio recording and serving as the technical director at two local high schools. Ila and I also served as volunteer ushers at the Harris Center for the Performing Arts and at the B Street Theatre. We also serve on the board of the Folsom Concert Association.

Larry Stieber - Vice President

Amy Lowenstein - Secretary

My name is Amy Lowenstein. I moved to the area in 2022 after spending 33 years on the East Coast. I grew up in Fresno, and my Jewish activities with Temple Beth Israel were a significant pastime for me. After attending UC Davis and then grad school at Berkeley, I began my career performing oversight audits for the Federal Government. My career has always been in or working with the Federal government, most of it in the Washington DC suburb of Fairfax County, with some time in Philadelphia and two years in Baghdad, Iraq. Upon returning to California, I immediately joined Temple Or Rishon because my parents are members. I began volunteering, I made friends, and now feel a part of the Temple Or Rishon community. I began my first term on the Board of Trustees in July 2025. I am honored to be a member of the Board and serving the TOR community.

Rick Chakoff  - Treasurer

I am pleased to introduce myself to the community. My wife, Lisa, and I made the move from the Bay Area to El Dorado Hills in 2020. My professional life has been focused in the field of accounting and finance. I began my career in public accounting, however, the majority of my career was spent at Rossmoor, a 55+ community in Walnut Creek where I served as the CFO. I previously belonged to a congregation in Walnut Creek where I served in various leadership capacities including Treasurer and President. Lisa and I joined the TOR community in early 2025, and I am honored to take on the role of Treasurer.

Erica Menzer - Trustee

Hello, my name is Erica Menzer and my family and I have been members of TOR community since moving to the area in 2016. With a background in Social Work, I currently work at Kaiser Roseville Medical Center as the Area Experience Leader, enhancing how patients experience their care. My husband Zach and I have 2 children, William (15) and Oliver (11) , who have grown up through the TOR Religious School program. I have been an active participant in re-engaging the Mitzvah work within the community. I also proudly serve on the Board of Directors for Keaton’s Childhood Cancer Alliance in Roseville.

 Diane Weber - Trustee

Hi there. My name is Diane (Dina) and I have been with TOR for the past four years. I was asked to fill in for someone who had left the board unexpectedly and renewed my position this past year. I enjoy helping with many of the committees, and thought it was a natural progression to help out in this way. I was born to two Holocaust survivors and honoring them as well as my family who were killed is a vital part of my motivation to carry our stories. I am a part of the Second-Generation group here in Sacramento and on the Committee for the annual Yom HaShoah commemoration. I volunteer to speak in High Schools and Colleges and tell of my parents fight for survival. I teach part time at local college as a Social Work professor and find my chosen profession and my Jewish identity are linked in their value base. I have two grown children and enough grandchildren to make me happy, all who reside in Butte County.

Neil Harris - Immediate Past President

I am very pleased to serve as the immediate past President of Temple Or Rishon. My wife, Lisa, and I have been members of the Temple for more than 25 years and live in Fair Oaks. We have one child, Charles, who is 25 years old and lives in Los Angeles. Many of our best friendships are with our fellow Or Rishon members. I have served on the Board, been Vice President of Education, President of Men’s club and a founding leader of the Safety and Security committee. I look forward to working with the Board and Congregation to further enhance TOR’s security and long-term financial stability. I’m also eager to build on the fantastic online collaboration developed during this COVID-19 pandemic to enhance our visibility in the Sacramento Region Jewish community and increase our membership. I am a Structural Engineer by training and experience, and recently retired from a senior management position with one of world’s largest engineering and architecture firms. In my free time, I play golf, walk and exercise regularly, binge-watch Netflix and enjoy worldwide travel.
